James T. Bartis

James T. Bartis is a senior policy researcher at the RAND Corporation.

From 1978 through 1982, Dr. Bartis was a member of the U.S. Department of Energy, serving in what is now the Office of Science, the Office of Fossil Energy (where he was the Director, Office of Plans and Technology Assessment), and in the main policy office supporting the Secretary of Energy (where he was the Director of the Divisions of Fossil Energy and Environment).

During the G.H.W. Bush and Clinton Administrations, he served on the Industry Sector Advisory Committee on Energy for Trade Policy Matters, which reports to the United States Trade Representative and the Secretary of Commerce.

Dr. Bartis is a graduate of Brown University and holds a Ph.D. granted by the Massachusetts Institute of Technology.

He is the principal author of “Producing Liquid Fuels from Coal: Prospects and Policy Issues, published by the RAND Corporation in December, 2009.
